Missing merged PR lists in release notes

Recently, we sometimes see that the list of merged PRs in the release notes for releases created by TagBot are missing even though we did not change any settings or configuration. For instance, see https://github.com/trixi-framework/Trixi.jl/releases, where the list of merged PRs is missing, e.g., for the releases v0.16.6, and from v0.16.9 to v0.16.11. Also in a different repo the PR list is missing, e.g., https://github.com/trixi-framework/TrixiShallowWater.jl/releases/tag/v0.2.9.

Unfortunately, the issue does not seem to be resolved @arnavk23. The merged PR list is still missing in these release notes: https://github.com/trixi-framework/Trixi.jl/releases/tag/v0.16.18.
