Licensing terms for the Microsoft Term Collection?

Hi,

Could you please clarify the licensing terms for the Microsoft Term Collection zip file linked in your reference documentation? Alternatively, if this repository cannot address licensing queries, could you route this to the appropriate contact?

Context

I am developing an open-source R package (spaghetti) that parses TBX files from the Microsoft Term Collection to read / generate localized Excel formulas.

Because there is no explicit LICENSE file included in the downloaded zip file or specified on the documentation page, I currently have to require each user to download and parse the files independently. I would like to know if the license permits bundling the parsed, extracted text data directly within an open-source package.
