Syntax:

    WALLOPS <message>

Parameters:

     The message to broadcast.

Description:

     Sends a network wide message to all the users which have the usermode 'w'
     enabled; this command is restricted to IRC operators.

Examples:

     /WALLOPS Hi everybody!
