Jail init script from openrc-0.16.3-1 has invalid shebang line

The jail init script's shebang line still has @PREFIX@ and $header: $ lines when installed.

I'll correct that. It still needs a default configuration file wrote for it.

Yeah I figured this wasn't usable just yet, I opened this just in case that was an oversight.
