A transaction that ends up making no change should probably not be completed with a no-op operation?

It is now, but it doesn't feel right. It should still be a performTransactionCompleted or commmitTransactionCompleted, and in it, if we go the route of embedding the details, then we could give the info, per atomic operation that they did nothing?
