chore!: require iOS 15 and macOS 11

Raises the deployment targets to the posthog-ios 4.0 minimums ahead of
the SDK bump, so the bump itself only changes the dependency range.
Drops the availability checks that are now always true and moves the
CodeQL Swift job to Xcode 26.
