[Testnet] Swap.AlphaSqrtPrice not found on netuid 172

Bug Description:
Unable to register on netuid 172 on testnet.
Storage function "Swap.AlphaSqrtPrice" not found.

Steps to reproduce:
btcli subnets metagraph --netuid 172 --network test
btcli subnet register --netuid 172 --network test

Error:
❌ An unknown error has occurred: Storage function "Swap.AlphaSqrtPrice" not found
❌ An unknown error has occurred: Negative integers not supported

Environment:

• btcli version: 9.22.2
• bittensor version: 9.12.2 / 8.5.1
• OS: macOS
• Network: test (testnet)
• Netuid: 172

Notes:

• Netuid 1 on testnet works fine
• Mainnet not tested yet
• Metagraph also fails with same error
