Note that for safety/security purposes the bot does not have write access so it cannot rebase PRs

Also, for security reasons, it's running as a machine account and not a GH App in the org and only three of us can interact with it mainly, it won't take commands from arbitrary GH users. No docs otherwise. Nick runs it on some isolated VM because it can potentially execute dangerous code.
