Summary

Integrate additional pre-commit hooks to improve code quality and maintain consistency across the Qumat codebase.

• Add Ruff pre-commit hook for linting and formatting- MAHOUT-618: Integrate Ruff into pre-commit config #628
• Add license header checking hook - MAHOUT-618: Add license headers check hook #619

Use Case

Currently, the project has basic pre-commit hooks.This reduces code review burden and catches common issues in CI/CD.

Proposed Implementation

Configuration would be added incrementally to avoid disrupting existing workflows.
