feature request:  option to generate a config file template for commands that accept one

$ rain --version
Rain v1.24.2 linux/amd64
```

Similar to `--generate-cli-skeleton` from AWS CLI.

Examples of commands that provide option `--config`:
- `deploy`
- `stackset deploy`
