Is using dedi.global a MUST for EV charging on Beckn One?

The EV charging implementation guide mentions that

All NPs (BAPs, BPPs, CDS’es) MUST register as a user on dedi.global

Why is this a MUST? My understanding was that dedi.global is one of the SaaS providers supporting Dedi protocol, and any other SaaS provider could also be used in future. Correct?
