*ring* 0.17.10

ring 0.17.10 will be the release that clarifies some license issues. The license header of almost every file has changed. I took the opportunity to change other non-technical stuff in README.md, Cargo.toml, etc. as well.

Future (security. etc.) releases will be done only on top of ring 0.17.10 and I do not intend to help backport changes to earlier releases. Accordingly, it is important that you prepare to deal with these changes ASAP.

Because I changed the LICENSE file, and also change Cargo.toml to use license instead of license-file, people using license scanning tools like cargo-deny may encounter failures until they update the configuration of their license scanning tools. You can use ring's own deny.toml as an example.
