ssh TDVM show error : ssh -p 10022 root@localhost
kex_exchange_identification: read: Connection reset by peer
Connection reset by 127.0.0.1 port 10022

To Reproduce

1. setup test server
2. install ubuntu OS and config source.list
3. install tdx-tool
4. ./set_up_host.sh
5. enable tdx
6. create TD image
7. setup TDVM by qemu
8. ssh guest

user@root:/tdx-main/guest-tools$ ssh -p 10022 root@localhost
kex_exchange_identification: read: Connection reset by peer
Connection reset by 127.0.0.1 port 10022

Expected behavior
expected result: ssh guest successfully
current results : ssh guest fail both use user
