Shortwave radio communication doesn't work between z-levels

Description of the bug

Currently you are not able to send/receive messages to/from people that are on a different z-level. This makes shortwave radio communication on maps like White Antre Research Facility, Tyrargo Rift and Trijent Dam quite problematic.
Possibly a duplicate of issue #11760

What's the difference with what should have happened?

You should be able to hear what others say even if they are on a different z-level.

How do we reproduce this bug?

1. Have 2 people on different z-levels
2. Equip both with shortwave radios
3. Turn both radios on
4. Try to communicate with each other
