Description of the bug

The bots in the requisitions tutorial can ask for "JTAC Pamphlet", which appears to have been recently removed from Req vendors (#12796). The tutorial can't be progressed if this request comes up.

What's the difference with what should have happened?

The bots shouldn't ask for items not available in the vendors, and in this case they could probably request "JTAC Kit" instead.

How do we reproduce this bug?

  1. Start "Marines - Requisitions Line" tutorial.
  2. Clear waves until a request for "JTAC Pamphlet" comes up.
  3. Be unable to fulfill request and advance to the next wave.
