[BUG] Multicast reception on Windows doesn't receive

What OS and Version?

• Win10
• v8.10.4

Description of issue

I am sending Multicast packets to 229.148.44.10:6031.

My mac receives them ok using socat

socat UDP4-RECVFROM:6031,ip-add-membership=229.148.44.10:0.0.0.0,fork -

I cannot receive anything on PS (on Windows).
Wireshark is showing (the correct) incoming packets.

Multiple reports confirmed. This is not just a Win10 thing. I will try to dig into this.
