Give clusters properties

Clusters should have properties that affect individual boids. Examples include:

• Cluster rivalries; clusters avoid/attack other clusters
• Cluster size; increase/decrease separation strength to maintain consistent size
• Goals; clusters each have their own goals (exploration, area control, etc.)
