Why is indent marked as not requiring setup, although in the example below it requires setup?

My guess is that the plugin doesn't actually require setup, but just needs to be enabled, which is slightly different.

I assume a module defines a needs_setup to indicate that a setup function should be called. You can enable/disable the module multiple times, but there's only one setup function that "configures" the plugin before use, like with other packages, for example, require('mini.nvim').setup(). Setup functions usually create the necessary events to run. Just an assumption though, so don't take it too seriously.
