Support for Ubuntu 26.04 Raccoon

Description
With the release of Ubuntu 26.04 it would be great to have a Ubuntu 26.04 Raccoon release, too. Ubuntu 26.04 ships with Python 3.14 and glibc 2.43 as far as I know, so a new python wheel may need to be release too.

Proposed action

• ubuntu26.04 and py3.14 Docker image entries in docker-image.yml
• ubuntu 26.04 entry in libfranka-build.yml
• Python 3.14 / manylinux_2_43_x86_64 matrix entry in pylibfranka-wheels.yml

I would be happy to work on this and submit a PR.
