[Create/edit job] Limit strings to 255 characters

Issue is already described here: https://github.com/google/ground-platform/issues/2093
**Also applies to survey title and survey instructions.**

Too long user defined strings there create graphic distortions in Ground Web and Android.

Let's limit to 255 characters and make sure all visuals work properly with that max length.
