Move relevant repo to new Sonarcloud project

We currently have the porch repo pushing analysis to sonarcloud - https://sonarcloud.io/organizations/nephio-project/projects

We need to look at creating a kptdev sonarcloud org and hook in the porch (and others?) repo.

Current workflow has some additional Tokens which will need to be recreated and updated - https://github.com/kptdev/porch/blob/main/.github/workflows/sonarcloud.yml
