fix(release): stale-prompts reads the unfiltered run list too, and says what it read (#20755)

Closes #20659

Clause-②: no (no `packages/spec` surface).

`stale-prompts` no longer rests on the `?status=waiting` filter alone.
It walks main's version commits, newest first, and finds each one's push
run by `head_sha`. It stops at the first run created before GitHub's
30-day environment-wait cap. It checks that each run it finds carries
that version's publish job, reads the run directly, and judges only that
read. Its cost follows releases (15 requests per push today), not run
volume. A filter omission, a version commit with no push run, and a run
without its publish job are `::warning::` lines, and the readings are
printed on every run. The job now checks out full history for the walk.
