PROTO(objectui#5403): retry the noise-floor leg, and spell the delta's sign [verdict]

The first [verdict] round raced round 6: the noise-floor job downloaded that
run's merged report before its merge job had uploaded it. Also fixes the sign
encoding — the value's own hyphen ate the field separator, so a positive delta
read as 'minus'.
