Copilot forgets rules over short time

I'm wasting a lot of my premium requests on getting copilot to fix its own mistakes. I'm an advanced developer using C sharp and WPF at the moment. I have created a copilot-instructions.md file that has a bunch of rules in it. Copilot does apply these rules for short spurts, but over time, that decays and Copilot continuously forgetting the rules and ignoring primary principles. I have to continuously remind it of the rules. I have to continuously tell it that it has access to all my workspace filesl, is able to use git to read my commits, and create powershell scripts that it can execute in a terminal that it creates. Very often it tells me that it can't do those things until I go through a round of convincing it that it can.
