bidder params can be in 4 places, bidderSettings, config, ad unit bidder params, or bidder specific ortb2. It would be great if we could ban config, as it looks sloppy when bidderSettings is available and will ease enforcement of making sure config isnt being used by bidders to access things not in the request.
The most common use is to just get the coppa flag for user syncs, this could be made available by a simple helper
