chore(release): preloop 0.32.8, CLI and server versioned in lockstep

The deployed cpane binary reported CLI `0.32.7` while running post-0.32.7
code, because `preloop-cli`'s version had not been bumped since the tag —
so `--version` could not identify which source a host was serving. Worse,
`preloop status` reports `service.version` from `preloop-runner-server`,
which sat at an unrelated `0.2.0`, so neither number located the build.

The CLI embeds the server and they ship as one artifact, so both now
inherit `[workspace.package] version`. The OpenAPI document drops its
hardcoded `0.2.0` and lets utoipa derive `CARGO_PKG_VERSION`, which is its
documented default when `info(version)` is omitted.

`release_version` is `CARGO_PKG_VERSION`, so this also moves the packed
golden URL to the v0.32.8 release asset — which is what carries the
Rust/Go home-contract fix in 3cbc129.
