Snaps are attached to GitHub but were not published to the stable Store channel.

• The tag will be signed, annotated, immutable, and created at the reviewed
  PR head only after all current-head checks pass. PR Restore mutex-protected worker shutdown tracking #679 will remain open.
• The automated workflow will create a draft GitHub Release; it will be
  published only after its tag, assets, and checksums are inspected.
• No confidential forensic data or credentials will be included here.
