Point sonilo-cli 0.15.0 at sonilo 0.16.x

The CLI pins the SDK to one minor range, so bumping the SDK to 0.16.0 in the
previous commit left the pair unresolvable: sonilo-cli 0.15.0 asked for
sonilo<0.16 while the repo's own SDK was 0.16.0. The CLI publish workflow
installs both editable in one pip call and failed there, before building
anything — so 0.15.0 never reached PyPI and its tag is being re-cut rather
than superseded.

Moving the range with the SDK is what every previous minor bump did
(00e6016, and the ones before it).
