How to zoom out to less than 1:1 by mouse wheel?

Zoom out: Ctrl+wheel, but I can't zoom out to less than 1:1

Please make sure View -> Allow Shrinking is enabled.

VIV should shrink the image smaller than 1:1, but not smaller than the window size.

Yes.

I set view to 1:1 by default, this meets the needs of most of my scenarios.

-If so, there's no option to do that.

My current workaround: resize the window to zoom out image to less than 1:1.
