DOC: Rewrite README to match notebooks; add ACT to environment - #2

Replace the ARM cookbook template placeholders in README.md with content describing the actual project: the AOS/miniAOS bias characterization at BNF, the two instrument-pair comparisons (mSEMS/SMPS, OPC/APS), the two companion notebooks, the correct authors, and the correct repo URLs and conda env name. Also note the ARM credential requirement for downloads. Add act-atmos to environment.yml — both notebooks import act for ARM NetCDF I/O and data discovery, but it was missing from the environment.
