Describe the bug
It's a very similar bug to #1280 except the bar still runs and displays all the other elements and applies to the window module too.
To reproduce
Run waybar with the river/tags and river/window modules enabled in the the config.jsonc file.
Expected behaviour
Assuming this isn't an issue on River's end, it should display the modules.
Screenshots
They don't seem to be applicable but I can provide them if necessary.
Environment

waybar --version): 0.15.0
- Installed from (distro package / source / other): the Arch repositories via pacman

Additional context
The only other thing I can think that might be relevant, why I thought this could be an issue with river, is if I configured my init file in a way that would somehow lead to these conditions. I found surprisingly little documentation on how you're meant to do that if you're just handing everything off to a separate window manager.

To reproduce
Run waybar with the

Assuming this isn't an issue on River's end, it should display the modules.
