Hosted CI did not execute any repository step: all four jobs have runner_id 0 and GitHub annotated them as rejected because of account billing/spending limits. Local qualification remains complete: 840 Windows tests passed with 6 platform skips, provenance binding passed, Ruff/diff checks passed, and two clean win_amd64 hash-locked resolutions produced identical 68-package manifests. |
