The JWKS_URL will be set using an environment variable. production and the sandbox are the similar however the sandbox needs env=sandbox appended to the end of the url.
ALMA_JWT_JWKS_URL can be set locally in .env
Will need to also be set up in the docker swarm config for staging. The default is the production url
