Remove the Suricata fixup after the pack supplies working rules

The fixup overwrites declared sensor files because the original pack supplied an empty rule set and missing variables.

Done when

• Consume the released pack correction from TechVault's Suricata baseline ships zero rules and a variable set most rules cannot load against OpenRAE/env-packs#336 and verify all rule variables resolve.
• A clean sensor loads the expected non-empty rules and detects a representative event without rewriting pack content.
• Remove the fixup and invocation together; remove duplicate APTL rule/config copies or document a real remaining owner.
• Regression tests fail if the empty-rules workaround returns.
