Update run_examples.yml

Summary

Examples are used for demonstration and release verification. Last one is important to automate. This PR make just this:

• adds manual workflow
• allows to run example for JDBC (as it covers client part, too)

Next steps

• add input parameter to set what version of JDBC to use
• add as dependency for release workflow
