Summary

• release the merged AXI-138, AXI-154, and AXI-156 changes as Forge v0.30.0
• update the packaged version, changelog, and append-only DEVLOG
• keep merge, immutable tag, production deploy, and live verification as distinct release facts

Validation

• pnpm ci:local:quality
• 197 test files passed, 1 skipped
• 1,521 tests passed, 1 skipped
• lint and typecheck passed (existing lint warnings only)
