fix: honor cortex home for export

Summary

• Route cortex export session lookup through the existing Cortex home resolver so CORTEX_CONFIG_DIR / CORTEX_HOME use <cortex-home>/sessions.
• Add regression coverage for get_cortex_home() under a custom CORTEX_HOME.
• Fix the agent command test import so the focused cortex-cli lib test target compiles.
