Fixes PlatformNetwork/bounty-challenge#47523. Adds a Utilities help note explaining that commands without subcommands use --help, while nested commands such as github also accept help. Verification: cargo test -p cortex-cli --test utilities_help_note -- --nocapture; cargo check -p cortex-cli; cargo fmt --check --package cortex-cli; git diff --check.
