Not merged automatically: TypeScript 7 is a held major (core toolchain)

What breaks: TS 7 breaks everything that loads the TypeScript JS API (vue-tsc, @vue/compiler-sfc, @nuxt/module-builder): ERR_PACKAGE_PATH_NOT_EXPORTED ./lib/tsc / Named export 'convertCompilerOptionsFromJson' not found.
Cause: TypeScript 7 is the native (Go) compiler and no longer ships the JS compiler API. typescript is on the routine's hold list. https://github.com/microsoft/TypeScript/releases
Tried: nothing; held by policy.
Next steps: decide on TS 7 for all DCC-BS packages at once, once the Vue/Nuxt toolchain supports it. Until then close this PR or ignore TS 7 in the Dependency Dashboard.
