Add OnInstall and OnUninstall methods to modules

Need to add OnInstall and OnUninstall methods to control the module initialze runtime config or remove config settings.

Should we add a moudle.config file in the module project just like:
<config> <install> <add match="The XPath selector to be match in web.config file" value=""></add> <replace match="The XPath selector to be match in web.config file" value=""></replace> <remove match=""></remove> </install> <uninstall> .... </uninstall> </config>
