Picks up the GHSA-fpvw-w7ff-h7vr ReDoS fix. The published 6.19.4 still pinned core 6.19.3, because workspace:* only resolves at pack time. Adds publish-cli.yml so CLI releases go out the same way core does: on a cli-v* tag, through trusted publishing, with a provenance attestation.

The CLI published as 6.19.4 pins core 6.19.3 —
