standardize validation db record error type #5485

User Story
In order to simplify exception messages, datagov wants to standardize the record error type for validation errors to "ValidationException" instead of "ValidationError"
Acceptance Criteria
[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]
- GIVEN a validation exception
WHEN the record error is stored in the db
THEN the type will be "ValidationException" not "ValidationError" \
Background
- validation exceptions are stored in the db with a type of "ValidationError". it should be "ValidationException"
