Expected behavior
Harvest succeeds
Actual behavior
Harvest job fails https://harvest.data.gov/harvest_job/c015b48b-6851-4611-90d2-67069d0a58a1 because our egress proxy does not allow access to .edu URLs without specifically whitelisting them.
The source is also a mess of text, html, and xml files of different metadata source types (some custom ESRI format as well as CSDGM, neither of which we support)
Sketch
Remove this source as it isn't valid. There is no contact point, but confirm with @SueValente to make sure there's no internal outreach point for this source before deleting (in case they want to update it).

doing a quick scan of the xml docs in that source it looks like it's CSDGM and we don't currently support that and i'm not aware of any intention to. reopening because it occurred to me that we should decide what to do with that source. do we delete it?
