DCAT-US3 "Related Datasets" section UI bug #6214

For DCAT-US3, the "Related Datasets" section comes up even if there is nothing in it. This section could have 2 areas, either keywords or the parent/child relationship denoted by the isPartOf field. Since DCAT-US3.0 doesn't require keyword, this area can now be blank.

How to reproduce

1. Go to https://catalog-dev.data.gov/dataset/employment-statistics or https://catalog-dev.data.gov/dataset/annual-budget-data

Expected behavior

Since no keywords, "Related Datasets" is not seen as there is no content to go into it. See https://catalog-dev.data.gov/dataset/federal-acquisition-service-instructional-letter-2011 for good example that has keywords and is working, but if nothing to show the whole section should be excluded.

Actual behavior

"Related Datasets" section exists but is blank.

Sketch

This would involve simply combining the 2 checks here and here, and if neither are positive then excluding the whole section here. Going to spin up a quick ticket to that effect, as it should involve a quick test as well.
