the HTML/resource link is displaying as “Download” when we believe it should display as “Visit Page.”

The button should sayVisit Page instead of Download.

button text isn't determined by mimetype but whether downloadURL or accessURL is used in the distribution. i'd consider this a data quality issue rather than a bug.

As @rshewitt mentioned, the reason is in the source, where downloadURL is specified.
