Enables the read-only OpenCode reviewer to execute Agent Pack Quick Verification, Standard Verification, and explicit Certification without manual approval for the required verification commands. Adds eight narrow shell permissions and the verification skill reference. Active OpenCode configuration is intentionally not synchronized in this PR.
