The GRAPE uploader should honor the same [uploads] policy that gates other clients' PSWS shipping. wspr/psk/mag shipping can be paused via smd config uploads status; the GRAPE path (hf_timestd/grape/hs_upload.py + uploader.py, driven by hf-timestd's own timer rather than a rendered hs-uploader pipeline, importing hs-uploader's PswsDatasetSftp directly) bypasses the gate entirely. The bypassing code is hf-timestd's own timer, not a transport bug, while the [uploads] gate itself is rendered by sigmond's uploader_manifest. Related closed HamSCI/sigmond#53.
