Updated the release branch onto current main and finalized both Alpha 9 changesets. The release workflow now excludes Docker BuildKit .dockerbuild records from artifact downloads (the previous main run failed after seven platform builds succeeded), with a regression contract. This update also tracks the workspace Cargo.lock, enforces Cargo/Tauri/lock version agreement, includes both #187 and #188 changelog entries, restores JSON EOF newlines, and passes release contracts, locked offline Cargo metadata, all Prek hooks, UI unit/build checks, and the production docs build.
