Document `cli/cron.php run-jobs <user> <client_id>`, drop the obsolete `cron/` path, and correct the administration menu location and last-run label in the install docs.

The cron job execution documentation was outdated after the move to
cli/cron.php.This updates:
components/ILIAS/Cron/README.md– correct entry point/command and drop the obsoletecron/path notedocs/configuration/install.md– administration menu path and last-run labelUnlike trunk, the
client_idCLI argument is still required on release_11 and remains documented.
