Report: size 0 reaction wheel is overpowered when scaled up

Not sure if the right move is to change the scale exponents or just prevent scaling this part since there are 1.25m and 2.5m reaction wheels that can be scaled.

This is the case for many things, especially engines, batteries and some other things. We are discussing a fix in the discord now. I am looking to do a PR soon.

Based on your research I think a torque exponent of 1 and a EC usage exponent of 0.5 would match stock fairly well.
